OP2 will be listed as a "passthrough" device - OP1.3 is listed under "ports". I'll correct that part of the steps above when I get home tonight.

We'll it took a clean windows install, but I got RR working. Thank you everyone who tried to help.

That's messed up... but glad to hear you persevered and got it working.
Any tips to share or did you just follow the long procedure provided before?

Actually, I didn't have any trouble after the install. I assume some acer driver or setting was freakin it out. Hard to say. It worked first try with only installing openecu, restarting and installing java and rr.

Seems like the 'recommended' page is auto-detecting?

If so should the RR Download page link directly to a 32bit jre?

Well it used to. It looks like they've changed the download page and redirected everything. So the recommended download is based on the browser version you hit the page with. They are also pushing Java 7 and I haven't tried it yet. I guess I better get on that and verify it still works on Java 7. In ALL cases you still NEED to install the 32BIT VERSION of Java as there are libraries used by RomRaider that are NOT 64bit compatible. We'll weed them out over time, but for now, always use the 32bit version of Java.

I'm confirming that the 32bit version of Java 7 works fine.

You may notice when opening a ROM the table list is by default collapsed.
