Can ROMRAIDER do a ROM by ROM comparison to tell me which tables have changed before and after a tune? I see that table by table can be compared but I don't know which ones have been changed. Kind of a Catch-22

I recently had the same thought. I'd like to do a diff between two tunes and see which changes exist. This should be pretty easy assuming the revisions are the same but since there are definitions for each rom type shouldnt we even be able to compare two different revisions or even MY?

You can do it like I do with Cobb Protune Software. I use it to compair to a stock Map, or to insert Certain tables from Prior tunes.
Open a Rom in Rom Raider, then open Rom Raider again with the same Rom. Work in one and use the other for reference.
Is this what you mean?

Open the two different ROMS you are interested in comparing in the same instance of RomRaider. Open a table that you are interested in comparing, Target Boost A for example. Click on "Table" within the map you are viewing. Click "Compare to another map." A box will popup offering you the option of other currently opened maps you can compare to. Select the ROM you want to compare against. Select the parameter you wan to compare it against. Click "Compare." You can view the absolute difference or the percentage difference.

i think the OP wants the SW(romraider) to point out which table is different when both ROMs are opened. So he can see what has changed from A to B. and not openning every table and ask to compare with another ROM's table.
Maybe some macro can do it but i dont think Romraider is capable (at this point in time). Let Romraider do what it does best - edit ROM and when program adds more functions it gets complex and buggy

I am pretty sure this should answer your question. Depending on what you chose for a comparison it will tell you the difference. Example. If you are comparing boost targets. The compare feature will tell you if boost is + or - whatever PSI of the map you are currently viewing. I believe the rest of the tables are the same. So to sum it up. What he said^^ lol.
