You can patch the ROM using a hex editor, or using Enginuity's xml switch tables, or it would take about 5 minutes to write an app in a high level language to patch a ROM. It is not rocket science. Then you would only need somebody that was a least decent with asssembly and knew the basics about these ECUs to create LC.
Now, something like real-time tuning (depending on the type) or speed density ROM code requires a more intimate knowledge of the ECU.
