Not sure what an "800 ecu" is, but for downloading your ROM from your car with ECUFlash and/or tuning your ROM with RomRaider you need an ecu that is supported - and they are generally only in 01+ Subarus with an OBD2 port.

Since you have a 99, I'm guessing that is the problem.

The 1999 subaru has the obd port and the green test conectors and two other conectors which i think are black, now surely if ecuxxk can read and flash the ecu then ecuflash or ecu explorer can do this aswell.
but when the conectors are connected the car just goes into cycle mode when trying to read the ecu?
any ideas?

thanks

99' and 00' models (and earlier) cannot be read/flash by Ecuflash regardless (or Ecuexploer - which just has an older version of Ecuflash). You might be able to log - that's it.

Does anyone know why the EU 99 & 00 my can't be reflashed while the ecutek software/hardware seems to be able to do it?

Because it's a completely different ECU and flash process and not something that was ever developed for Ecuflash and probably never will.
